高校的科研经费管理不仅仅是高校的财务管理那么简单，科研经费管理出现问题虽然大部分暴露在会计核算环节，但是问题的真正原因，远比比想象的要复杂，文章通过解析高校科研经费管理的构成，通过不同层面的思考，试图分析出高校科研经费管理问题的根源，并探索解决科研经费管理问题的有效对策。

Financial Management research funding university management is not just as simple as universities, research funding management problems, although most of the exposed part of the accounting, but the real cause of the problem, far more complex than imagined, the paper by analyzing university research funding management structure, by considering different levels, trying to analyze the root causes of the management of university research funding and research funding to explore solutions to the management of effective countermeasures.
