建国后，我国在公共产品供给中形成了以城市为中心、从城市向农村不断扩散的城乡差序格局。在城乡差序格局下，农村公共产品供给呈现碎片化特征，表现在供给主体、供给决策、供给监督、供给内容等方面。整体性治理以整体性为取向、以向社会公众提供无缝隙的公共服务为目标，为农村公共产品供给问题的解决提供了思路。在整体性治理框架下，增加农村公共产品供给应整合农村公共产品的供给主体，整合决策机制，建立政府、农民与第三方协同监督机制，实现公共产品供给从城乡差序格局向城乡同一平面格局的转变。

건국후，아국재공공산품공급중형성료이성시위중심、종성시향농촌불단확산적성향차서격국。재성향차서격국하，농촌공공산품공급정현쇄편화특정，표현재공급주체、공급결책、공급감독、공급내용등방면。정체성치리이정체성위취향、이향사회공음제공무봉극적공공복무위목표，위농촌공공산품공급문제적해결제공료사로。재정체성치리광가하，증가농촌공공산품공급응정합농촌공공산품적공급주체，정합결책궤제，건립정부、농민여제삼방협동감독궤제，실현공공산품공급종성향차서격국향성향동일평면격국적전변。
After the founding,our country formed the pattern of difference in the supply of public goods that takes the city as center and spreads from city to rural areas.In this pattern,rural public goods supply shows fragmentation characteristic,including supply subjects,supply decisions,supply supervision and supply results.Holistic gov-ernance takes integrity as the orientation and takes providing full range services to the public as the goal,it pro-vides a guideline for solving the problem of rural public goods supply.In holistic governance framework,in-creasing the supply of rural public goods should integrate supply subjects of rural public goods,integrate deci-sion -making mechanisms,and establish a collaborative monitoring mechanism of the government,farmers and third -party,so as to achieve transformation from the differential pattern of urban and rural to the same plane pattern.
