The success of HDB flats policy lies in not only its good policy environment,but also the delicate policy ar-rangements for land,capital,construction and management.When the government effectively guaranteed hous-ing for the low -income,indemnificatory housing policy can be assigned with political,economic,social,and cultural value pursuits.Dividing housing problem into planning and market,and protecting housing demand of the people who need,can significantly ease the government’s pressure on real estate regulation.Although the national conditions are different between Singapore and China,it does not mean that there are no certain key conditions for indemnificatory housing construction that are similar to Singapore in China.On the basis of good system construction and enough human and material resources,the biggest inspirations of HDB flats policy for China are overall planning,gradual development and according to local conditions to provide different low -in-come categories and levels with different indemnificatory housing.
