由于实践中的合作社日渐表现出明显的趋利性与公司化倾向，学术界关注的焦点也主要集中于市场力量引导下的合作社特征：或则表达对合作社趋利性的不满，呼吁政府加强对合作社监管；或则论证合作社公司化倾向的合理性。然而，与市场力量相对，法律和政策的力量在合作社发展中已经发挥了特殊的引导作用，这种引导作用最初似乎表现为一种政策交易，但最终却可内化为合作社发挥其益贫性或社会功能的动力。

Scholars studying on issues of farmer cooperatives tend to focus on function of the market on farmer coopera-tives,for the vast majority of farmer cooperatives in China today are all trying to maximize interests of the big holders who control the organization.Some of these scholars expressed their dissatisfaction with this trend and argued that the government should supervise farmer cooperatives according to the law;the others devote them-selves to show the reasonable aspect of the trend.Contrary to the market,laws and regulations is playing an u-nique role in the development of farmer cooperatives in China.Big holders in farmer cooperatives may seem to trade on support from government at first,but this aim can be transformed into intrinsic motivation to help the poor if the government implement proper strategies.
