公民精神是现代化的主要指标，是国家和民族的核心竞争力，而政治、文化和传统等因素造成了我国当前的公民精神水平远远滞后于现代化的需要。通过对哈贝马斯公共领域理论的阐述，指出网络公共领域作为“理想”公共领域，有助于培育公民自由独立平等的意识、积极参与公共事务、表达自我、培育社会责任意识、具备批判精神等公民精神，进而提出完善网络公共领域、提升其对公民精神培育功能的对策。
公民精神是現代化的主要指標，是國傢和民族的覈心競爭力，而政治、文化和傳統等因素造成瞭我國噹前的公民精神水平遠遠滯後于現代化的需要。通過對哈貝馬斯公共領域理論的闡述，指齣網絡公共領域作為“理想”公共領域，有助于培育公民自由獨立平等的意識、積極參與公共事務、錶達自我、培育社會責任意識、具備批判精神等公民精神，進而提齣完善網絡公共領域、提升其對公民精神培育功能的對策。

The civism is the major index of modernization and the core competitiveness of a country and nation. However,politics,culture,traditions and other factors together resulted in the present level of the civism in China, which is far lower than what is needed by modernism.With an elaboration of Habermas’theory of public sphere,it has been pointed out in this paper that the network public sphere,as an“ideal"one,helps the citizens cultivate such civism as sense of freedom,independence and equality,sense of social responsibility,initiative to participate in pub-lic affairs and express themselves,and critical spirit,then in turn put forward countermeasures to perfect the net-work public sphere as well as to promote its function of civism cultivation.
