本文在查阅分析国内外相关文献的基础之上，从政治学的角度出发，结合科层型管理、大部制改革、政府绩效建设等相关理论，探讨太湖污染多年仍无法根治的原因以及流域水环境管理体制、机制方面存在的问题，并对完善太湖流域水环境管理体制提出了建议，为流域政府职能转变提供了意见和建议。
本文在查閱分析國內外相關文獻的基礎之上，從政治學的角度齣髮，結閤科層型管理、大部製改革、政府績效建設等相關理論，探討太湖汙染多年仍無法根治的原因以及流域水環境管理體製、機製方麵存在的問題，併對完善太湖流域水環境管理體製提齣瞭建議，為流域政府職能轉變提供瞭意見和建議。
본문재사열분석국내외상관문헌적기출지상，종정치학적각도출발，결합과층형관리、대부제개혁、정부적효건설등상관이론，탐토태호오염다년잉무법근치적원인이급류역수배경관리체제、궤제방면존재적문제，병대완선태호류역수배경관리체제제출료건의，위류역정부직능전변제공료의견화건의。
This paper on the basis of referring to many relative literature about the Thaihu lake drainage basin waterbody-enviroment treatment domestic and abroad, from the perspective of politics, combining with the correlation theory on bureaucratic management, big department system reform, government performance construction, the existence reason to investigate the pollution in Taihu for many years still can not cure and river basin water environment management system, system problems, and puts forward suggestions on perfecting the system of Taihu lake basin water environmental management, to provide comments and suggestions for the transformation of government functions of river basin.
