城乡要素平等交换和公共资源均衡配置是市场经济条件下实现公平、公正、正义的客观要求，要素资源的合理流动是推进经济社会全面协调可持续发展的基础。针对区域经济发展和城乡劳动力资源的不均衡状况，应发挥政府的作用，强化政策统筹、组织协调和经济杠杆，以实现公共资源的均衡配置。
城鄉要素平等交換和公共資源均衡配置是市場經濟條件下實現公平、公正、正義的客觀要求，要素資源的閤理流動是推進經濟社會全麵協調可持續髮展的基礎。針對區域經濟髮展和城鄉勞動力資源的不均衡狀況，應髮揮政府的作用，彊化政策統籌、組織協調和經濟槓桿，以實現公共資源的均衡配置。
성향요소평등교환화공공자원균형배치시시장경제조건하실현공평、공정、정의적객관요구，요소자원적합리류동시추진경제사회전면협조가지속발전적기출。침대구역경제발전화성향노동력자원적불균형상황，응발휘정부적작용，강화정책통주、조직협조화경제강간，이실현공공자원적균형배치。
the urban and rural equal exchange and public resources equilibrium configuration are the objective demands of fairness, impartiality and justice under the condition of market economy, the rational flow of elements resources is the basis of comprehensive, balanced and sustainable economic and social development. For the unbalanced regional economic development and urban and rural labor resources status, we should play the role of government, strengthen the policy as the whole, organize and coordinate, and economic lever, to achieve the balanced allocation of public resources.
