目前，我国从制度层面已形成了“职工医保”“居民医保”及“新农合”构成的基本医疗保障体系，但各种制度单独运行，转接困难，给城乡居民看病就医及医疗报销带来了较大的难题。因此，本文对现行医疗保障制度的实施现状及在运行过程中存在的问题进行了分析，并就如何构建城乡一体化医疗保障体系提出了相应的对策和建议。
目前，我國從製度層麵已形成瞭“職工醫保”“居民醫保”及“新農閤”構成的基本醫療保障體繫，但各種製度單獨運行，轉接睏難，給城鄉居民看病就醫及醫療報銷帶來瞭較大的難題。因此，本文對現行醫療保障製度的實施現狀及在運行過程中存在的問題進行瞭分析，併就如何構建城鄉一體化醫療保障體繫提齣瞭相應的對策和建議。
목전，아국종제도층면이형성료“직공의보”“거민의보”급“신농합”구성적기본의료보장체계，단각충제도단독운행，전접곤난，급성향거민간병취의급의료보소대래료교대적난제。인차，본문대현행의료보장제도적실시현상급재운행과정중존재적문제진행료분석，병취여하구건성향일체화의료보장체계제출료상응적대책화건의。
At present, basic medical insurance system has been established in our country from institutional dimension, which is composed of "workers' health insurance", "residents' health insurance", and "new rural cooperative medical care system". Since each system runs separately, it is difficult to transfer patients, and has brought big problems for urban and rural residents to see the doctors and claim their medical expenses. Therefore, in this paper, the implementation situation and the problems in operation process of the current medical security system are analyzed, and corresponding countermeasures and suggestions are given on the construction of integrated urban and rural medical security system.
