土地供给和需求是土地市场建立的基础。本研究通过对内蒙古自治区农村集体建设用地利用现状及布局特点的分析，选取四因素（建设用地利用强度、农村居民点紧凑度、农村居民点建筑密度、建设用地利用效率）对土地集约利用程度进行评价，得出内蒙古自治区农村集体建设用地利用粗放，存在22万hm2供给潜力；通过对2013年自治区土地供应情况和土地利用总体规划新增建设用地情况分析，得出“十二五”期间城镇化和工业化对集体建设用地需求在12万hm2以上。通过总结自治区集体建设用地利用特点及存在的问题，提出自治区农村集体建设用地流转相关措施和建议。

Land supply and demand are the basis for the establishment of land market .Through inves-tigating into the current situation and layout features of the collective constructing land in the countryside in Inner Mongolia Autonomous Region ,this research evaluates the utilization degree by choosing the four factors (the utilizing intensity of constructing land ;the density of countryside residential settings ;the den-sity of countryside construction setting ;the utilizing efficiency of constructing land) .It is concluded that the utilization of countryside constructing land in Inner Mongolia Autonomous Region is very extensive and there lies a supply of potential land of 220 000 hm2 .Through analyzing the land supply situation and the newly increased constructing land in the overall design of land use in 2013 ,it is concluded that in the twelfth “five-year plan” ,the urbanization and industrialization need for land is more than 120000 hm2 .Af-ter summarizing the features in the use of constructing land and the existing problems in the region ,some solutions and suggestions are being raised in the circulation of constructing land in countryside .
