随着电视事业的发展，电视传输手段的改进，电视频道的增加，各台对搞好电视节目的编排已越来越重视，成为各台服务观众、争夺观众的重要手段。因此提升省级地面频道的潜能，深度挖掘频道的有效传播价值就显得尤为重要。本文从地面频道节目编排推广这一“软实力”角度对陕西省电视台的两个地面频道进行了分析，并对省级地面频道的潜能提升提出了建议，希望这对实现省级地面频道群的扩张与竞争力锻造有一定的作用。
