为有效开展灾后救援工作以保障受灾点的物资供应,考虑应急救援的阶段性和需求场景的不确定性,研究多时段、多出救点、多受灾点、多物资、多车型的出救点选址及物资运输问题,构建以系统建设成本与运输成本总和最小化为目标的随机规划模型,并设计了求解该模型的分层遗传算法,确定多时段出救点选址、救灾物资流向流量等决策。考虑模型中参数的影响设计三种实验,对实验结果进行分析讨论。最后运用算例验证模型及算法可行性,得到灾后一周内每个时段出救点选择和物资分配方案,分析参数对结果的影响。

In order to effectively carry out disaster relief work to guarantee the material supply for disaster areas, considering the periodicity of emergency rescue and uncertainty of demand scenarios, the supplier location and relief allocation problem is studied, with combination of multi-period, multi-supplier, multi-disaster area, multi-relief and multi-vehicle. A stochastic programming model is built in order to minimize the summation of construction cost and transportation cost. A hierarchi-cal genetic algorithm is designed to solve the model, to make decision about multi-period save point location and relief materials flow. Considering the effects of parameters on the solutions, three exper-iments are performed and analyzed. Finally a numerical example is presented to verify the feasibility of the developed model and the algorithm, in which the decisions of multi-period save point location and transportation of relief supplies in each period of a week after disaster are made, and the influ-ence of parameters on the solutions under uncertain scenarios is analyzed.
