城市交通问题是物流行业发展不可回避的问题。大连把发展国际化服务业领军城市作为城市的发展目标，解决交通拥堵问题势在必行。文章主要从交通规划和经济学两个角度，以黄浦路为研究对象，根据黄浦路主要拥堵路段的实际情况，通过借鉴日本的做法，有针对性地进行分析并具体提出解决方案，最大程度的缓解拥堵问题，为大连解决交通拥堵的问题提供一些可参考的事例。
