本文依据土地利用规划实施影响因素建立指标体系，使用模糊层次分析法确定指标权重，结合功效系数法和障碍因子模型，以广西宁明县第三轮土地利用总体规划为例，对其2006年至2012年的实施成效展开评价研究和障碍因子诊断分析。研究表明：（1）2006—2012年，宁明县第三轮土地利用总体规划实施成效评价的总功效系数值为786．1，处于较为良好状态。（2）影响规划实施成效主要的障碍因子有：新增建设用地执行率、与其他规划协调程度、公众参与度、城乡建设用地规模、公众满意度、城镇工矿用地占城乡建设用地比例、剩余新增建设用地满足需求比率、重大项目执行率和人均农居点用地下降程度。

본문의거토지이용규화실시영향인소건립지표체계，사용모호층차분석법학정지표권중，결합공효계수법화장애인자모형，이엄서저명현제삼륜토지이용총체규화위례，대기2006년지2012년적실시성효전개평개연구화장애인자진단분석。연구표명：（1）2006—2012년，저명현제삼륜토지이용총체규화실시성효평개적총공효계수치위786．1，처우교위량호상태。（2）영향규화실시성효주요적장애인자유：신증건설용지집행솔、여기타규화협조정도、공음삼여도、성향건설용지규모、공음만의도、성진공광용지점성향건설용지비례、잉여신증건설용지만족수구비솔、중대항목집행솔화인균농거점용지하강정도。
Evaluation on land use planning implementation performance is the key of planning process .It is an essential part of planning .T his paper chose the third round of general land use plan‐ning of Ningming ,Guangxi as the research object :firstly ,a set of index system was built for evalua‐ting planning's implementation performance ,then fuzzy analytic hierarchy process ( FAHP) was used to compute the indicators'weights ,and then by efficacy coefficient method the weights was used to complete the whole calculation process .In this way ,the planning implementation performance of Ningming from 2006 to 2012a was evaluated synthetically .Finally ,the main obstacle factors that af‐fect the planning implementation performance were analyzed through obstacle factor model .The re‐sults show that :(1) From 2006 to 2012a ,the integrated efficacy coefficient value of evaluation on the third round of general land use planning implementation performance of Ningming ,Guangxi is 78 . 61which means that the implementation process of planning is in good condition relatively .(2) The main obstacle factors that affect the planning implementation performance contain as follow s :the pro‐portion of new construction land used ;the degree of coordination with other planning ;the degree of public participation ;the urban and rural construction land scale ;the degree of public satisfaction ;the proportion of the industrial and mining area existing in the urban and rural construction areas ;the de‐gree of the rest of new construction land meeting requirements in the future ;the proportion of major projects amount enforced ;per‐capita rural land amounts declined.
