行政权力与学术权力相互制衡机制的确立，是构建现代大学制度的关键。合理地揭示权力的本质含义，有效整合大学内部的权力结构是构建现代大学制度的有力路径。针对国内外大学的内部权力制衡机制，围绕教师教学、科研及大学学术发展为主线，厘清行政权力与学术权力的职责范围，从而建立起以学术权力为主导的大学内部权力机制，健全“一主多元”的内部学术体制，实现学术权力与行政权力的制衡，并通过大学章程的制定明确大学内部权力的制衡机制。

The mutua1 check and ba1ance system between administrative power and academic power is the key to the constructing of modern university institution. Therefore,to understand the essentia1 meaning of power from different perspectives and integrate universities’interna1 power structures is a powerfu1 path to construct modern university institution. It is indispensab1e to research the universities’mutua1 check and ba1ance system of interna1 powers at home and abroad,to adhere to teachers’teaching and scientific re-searches and academic deve1opment. At the same time,it is necessary to c1arify the responsibi1ity of the administrative and the academic power and bui1d the interna1 power ba1ance system,dominated by aca-demic powers. In addition,to bring into practice the ba1ance between administrative power and academic power,“one with some supporting e1ements”is to be used to promote the interna1 academic system and statutes of university and to formu1ate exp1icit1y the interna1 power ba1ance system.
