新时期，我国现行大学内部治理结构急需以新公共管理理论为指导进行重构：微观层次的大学内部治理结构改革方面要完善大学内部权责划分的制约机制；协调行政权力与学术权力的关系；实行院级参与型的治理模式；发挥新权力主体的作用；建构合理完善的高校人力资源开发制度等。

In the new period, the inside governance structure of our universities needs to be rebuilt by the new public manage-ment theories. The reform of the inside governance structure of universities in microcosmic tier should improve the restriction mechanism of responsibility division in inside university, harmo-nize the relations between executive power and scientific power, implement the governance mode based on college participation, exert the role of the new subject of power, and establish a reason-able and perfect university human resources development system and so on.
