针对我国目前设备维护水平不均衡的事实，如何确保TPM全面推行显得尤为重要，鉴于此，在对国内外先进设备管理发展趋势研究的基础上，运行日报告制管理模式，建立每日设备的运行信息及故障数据，以执行TPM为基础，凭停机指标为依据，用考核奖励为促进方式，减少设备停机为最终目的。从根本上满足企业安全、生产、经营的需要，实现设备维护费用最省和综合效率最高的目标，创造最佳的设备投资效益。
