采用文献资料法、比较分析法、数据整理等研究方法，对中日两个学校体育场馆建设政策及开放利用进行梳理分析。认为，日本学校体育场馆设施开放政策执行较早，两国政府建设政策持续推进；日本人均体育场地面积多于我国，占主要体育场地的均为学校体育场馆设施，但日本学校体育场馆设施开放率达98.3%，明显高于我国；主要面向社会大众开放的体育场馆为室外运动场、体育馆、游泳池和网球场；深入社区的小学体育场馆设施开放率最高。政策优惠措施、体育场馆建设资金、委托管理或指定管理者制度、人员培养机制以及安全保障给予日本学校面向社会开放的良好环境，补给社区场馆使用不足。

By using the method of literature research, data collation and comparative analysis, this paper analyzes the sports development policy and sports facilities utilization between Japan and China. It shows that the Japanese sports facilities opening policy had carried out earlier than Chinese and sports policy continued to be promoted in both. Japan’s per capita sports area is higher than that of China, sports facilities of school hold the main sports field in both. Open utilization rate of school sports facilities is 98.3 percent in Japan, which is significantly higher than that of China. The main sports facilities open for the public are outdoor stadiums, gymnasiums, swimming pools and tennis courts and the sports facilities in primary schools are highly open to the public. The favorable sports opening environments of Japanese schools include preferential policies, favorable construction funds, entrusted or designated management system, staff training & security mechanisms and it can reduce the shortage of community facilities.
