该文认为全局性地抑制“来势凶猛”的交通需求是治理拥堵的根本。过度的时空消耗是交通拥堵的成因,人口总量、出行频率、出行距离及出行单位占用空间四个因素是交通时空消耗的决定因素。基于此,该文指出运用交通系统之外的全局性、主动性抑制手段进行长期的、深度治理,才是治堵的根本,并提出产城融合,近距离化的组团、产业、人口空间布局;抑制汽车过度消费,提倡健康、可持续的生活方式的深度治理战略。

The fundamental governance of congestion is globally restraining the fierce traffic demand. This pa-per argues that the excessive spatio-temporal consumption is the cause of traffic congestion. The determinants fac-tors of traffic spatio-temporal consumption are total population, frequency of travel, travel distance and travel unit space. Therefore, the paper indicates the intractability of traffic demand increase in China, and the radical govern-ance strategies of integration of industries and cities, close-oriented spatial distribution of clusters, industries and population. Moreover, restraining excessive automobile consumption and promoting healthy, sustainable lifestyle are proposed. The fundamental way of congestion control is strategy of long-term, global and initiative governance that outside the transportation system.
