十堰市作为南水北调中线工程的调水源头,为确保一江清水永续北送,水污染防治工作艰巨持久。十堰市“十二五”规划中确定的60个工业点源污染治理项目,由于国家扶持、企业自助、政府监管,进展比较顺利。但通过实地调研,发现作为监管主体的政府政策部门化,缺乏协同效应,治污主体的企业赢利能力与治理成本不匹配,消极被动,治理措施单一粗放,缺乏系统长效性,这些问题使得水污染治理的长久持效性令人担忧。针对上述问题,建议国家要加大扶持力度、政府要给予政策引导、企业要强化治污责任意识,另外还要加强产业规划与污染治理的统筹安排。

Shiyan City is the middle route source of South-North Water Diversion Project. In order to keep clean water continuous?ly transferring northward, the treatment of the water pollution is hard and long-lasting. As an automobile city, all 60 industrial point source pollution controlling projects determined in the 12th Five Year Plan run smoothly as a result of state support, industry’s self-help, and government regulation. But on-the-spot research found that there still exist problems, such as lack of synergy among the supervising subject—the government’s departments, the controlling subject—enterprise’s profitability and treatment cost which re?sults in passive progress, and other problems like the lack of systematic and long-term treatment. Such questions have become the long-lasting worries of the water pollution treatment. In view of the above questions, it is suggested that the state enhance support, the government give policy guidance, enterprises strengthen responsibility and consciousness of pollution-controlling, and improve the industrial planning and arrangement of pollution treatment.
