基于中国工业行业2006～2010年的中类（三位数）工业行业数据，利用共同边界模型测算了中国工业的技术效率及效率缺口，然后利用固定效应面板数据模型对影响技术效率的因素做了实证分析。结果表明：中国工业的平均技术效率为0．603，技术效率的低下主要是由纯技术效率的不足导致的；39个工业行业中仅有5个行业是技术有效的，多数行业处于规模报酬递减状态。技术密集型行业的技术效率最高，其次是资本密集型行业、劳动密集型行业，技术密集型行业的实际技术效率与潜在技术效率之间的差距要大于其他行业。企业规模对行业技术效率的提高有明显促进作用，外资依存度以及资本成本显著地抑制了行业技术效率的提高，其他因素对于行业技术效率的影响并不显著。

Based on the data from 2006 to 2010 ,this paper uses meta‐frontier model to estimate technical effi‐ciency and efficiency gap of Chinese industry and checks the factors’ influence on the technical efficiency with fixed effects panel data model .The results showed that the average technical efficiency of Chinese industry is 0 .603 ,and the inadequacy of pure technical efficiency is the main reason for the low technical efficiency .T here are only 5 out of 39 sectors that are technology effectively ,and most of the industries have decreasing returns to scale .Technology‐intensive industries’ technical efficiency is higher than capital‐intensive industries and labor‐intensive industries .However ,the technical efficiency gap of the labor‐intensive industries is the lowest ,the gap between actual and potential technical efficiency of technology‐intensive industries is greater than others . Enterprise‐scale plays a significant role in promoting technical efficiency of the industry ,w hile dependence on foreign capital and the cost of capital significantly inhibited technology efficiency ;there is no significant effect on technical efficiency of other facfors .
