对AHP机场选址中专家或决策者给出的判断矩阵质量不高、一致性水平不满足要求的问题进行了研究。以1~9标度法则下同层因素相对重要性的内在逻辑关系为基础,结合机场选址因素众多的实际,提出基于一致性基准矩阵的判断矩阵构造方法。方法在充分利用专家或决策者比较有把握的判断信息的同时,能够有效克服专家或决策者作交叉判断时思维的不一致性,较好地解决AHP机场选址中判断矩阵的确定问题。

It is considered that the poor quality and the low consistency level of the judgment matrix given by experts or decision makers in AHP for airfield allocation .According to practical situation of airfield al-location,an construction algorithm of judgment matrix is put forward based on consistency reference ma-trix.This algorithm is built on the internal logic relationship of the relative importance of the factors at the same grade under the 1~9 scale rule .The algorithm not only can make good use of the judgment informa-tion ensured by experts or decision makers ,but also can effectively overcome the inconsistency of thinking when experts or decision makers make crossing judgment to the factors .So the algorithm is a better solu-tion to construct judgment matrix on AHP for airfield allocation .
