为促进地方本科院校转型发展,我国选择了由教育部进行引导调节的制度安排,以及借鉴欧陆国家应用技术大学办学模式这一具体路径。但是德、法等欧陆国家应用技术大学的成功办学,有其特殊的文化背景、社会结构、公共政策制度安排与路径选择。对其参考借鉴需基于我国自身的社会文化及政治、经济背景进行全面考虑,进行整体的制度设计与政策安排,进而正确引导我国地方本科院校的顺利转型。

To promote the transformation and development of local undergraduate colleges, China adopted the system arrangement that guided and regulated mainly by the Ministry of Education and took example for German and French college-running mode of applied technology university. However, the success in this aspect of main European continent countries such as Germany and France is due to their specific cultural background, social structure, public policy system arrangement and route choice. Taking example for them, it is necessary to, based on the thoroughly consideration of the surroundings of social culture, politics and economics of China, conduct system design and policy arrangement on the whole and guide the transformation of local undergraduate colleges smoothly.
