社会主义核心价值观培育是一项复杂的系统工程。社会主义核心价值观培育系统工程的建设不仅依赖于其构成要素，而且还取决于要素间的组合方式及其相互关系。“培育系统”与外部环境是双向作用关系，而非单向关系。在实施培育工程中，应正确认识、处理和协调好系统内部各要素、系统与环境的相互关系；既要优化环境，也要优化系统要素和系统本身。
