Through the analysis on cutting of different kinds of forest,the appropriation standard of the forest cutting limitation policy was discussed,this paper came up with the idea of partially openning of the cutting limitation,the risk of opening the cutting limitation was evaluated,and the suggestions on improving the forest cutting limitation policy were proposed.
