开展高等教育廉洁文化建设是深入推进党风廉政建设和反腐败斗争的战略举措，对于从源头上预防和减少腐败现象发生具有重要意义，是建设社会主义核心价值体系形成“廉荣贪耻”廉洁价值观、提高党员干部拒腐防变能力的必然要求。积极开展和加强高等教育廉洁文化教育，首先要厘清其基本内涵，并坚持正确的指导思想，采取行之有效的教育方法，把廉洁教育作为实施素质教育的重要内容。
