自哈萨克斯坦总统纳扎尔巴耶夫2006年明确提出“三语政策”，即发展国语、支持俄语、学习英语以来，哈国内的语言图景发生较明显的变化。国语，即哈语的地位得到相应提高，俄语继续在科技及教育等领域发挥着重要作用，英语也得到较快发展，并越来越受重视。文章通过对哈萨克斯坦“三语政策”的提出、实施、影响及各方对此政策的反应进行梳理研究，以期更加全面了解哈萨克斯坦的语言政策。

Since President Nursultan Nazarbayev proposed the “trilingual policy” in 2006 (developing national language, supporting Russian and learning English), the language picture in Kazakhstan has changed visibly. The Kazakh language has been obviously improved, Russian continues to play an important role in areas of science, technology and education, and English has also been rapidly developed and received more attention. This paper explored the proposition of, implementation of, influences of and reactions to the“trilingual policy” in the hope of presenting a more comprehensive understanding of the language policy of Kazakhstan.
