城市基层公安信访工作面临许多新问题，以G所的实证分析来看，高难度的信访化解难、中等程度的信访管理难、一般程度的信访数量多；城市基层公安信访症结在于行政职能困境、信访交错频发、形式多样难应对、信访处理难、信访管辖难；与此同时，面对法治思维转变、公民权益观念增强、新媒体环境的新特征，应当以法治观念、法治程序、服务理念、信息技术、管理观念提升信访处理水平，最终做好城市基层公安信访工作。
城市基層公安信訪工作麵臨許多新問題，以G所的實證分析來看，高難度的信訪化解難、中等程度的信訪管理難、一般程度的信訪數量多；城市基層公安信訪癥結在于行政職能睏境、信訪交錯頻髮、形式多樣難應對、信訪處理難、信訪管轄難；與此同時，麵對法治思維轉變、公民權益觀唸增彊、新媒體環境的新特徵，應噹以法治觀唸、法治程序、服務理唸、信息技術、管理觀唸提升信訪處理水平，最終做好城市基層公安信訪工作。
성시기층공안신방공작면림허다신문제，이G소적실증분석래간，고난도적신방화해난、중등정도적신방관리난、일반정도적신방수량다；성시기층공안신방증결재우행정직능곤경、신방교착빈발、형식다양난응대、신방처리난、신방관할난；여차동시，면대법치사유전변、공민권익관념증강、신매체배경적신특정，응당이법치관념、법치정서、복무이념、신식기술、관리관념제승신방처리수평，최종주호성시기층공안신방공작。
Many new problems are existing in the complaints lodged via letters or visits in urban grass -roots public security , including the imperfect effect , the difficulties to manage the complaints and the huge quantity , if we take the empirical analysis in G police station as the example .The reasons are following:dilemma in adminis-trative function, interlacing occurrence , various forms, difficulties to handle complaints and to decide the jurisdic-tion.Besides, the public security has to meet such challenges as the shift of the legal thinking , the reinforced idea of civil rights, the appearance of new media environment .Therefore, in order to make the complaints lodged via letters or visits in urban grass -roots public security better , the public security should improve the level of treat-ment by enhancing legal concept , legal procedure , service concept , information technology , and management con-cept as well .
