协同创新既是一种创新模式，同时也是一种创新决策。从合作创新决策的角度出发，参照我国当前科研考核环境，推导出创新者的“创新合作选择”行为模式，在这一行为模式下，通过综合考虑个人及组织层面因素，搭建协同创新分析框架。借助这一分析框架，对当前高校面临的协同创新困境进行系统的剖析，同时结合剖析提出相应策略。

Collaborative innovation is not only a kind of innovation mode,at the same time is also a kind of innovation de-cision -making.From the perspective of innovation decision -making,with reference to the current scientific research e-valuation environment,deduce the income -oriented innovators " innovation strategy choice"behavior pattern,in this mode,through the comprehensive consideration of personal and organizational level factors,building collaborative innova-tion analysis framework.By using this analysis frame,the current plight of collaborative innovation in colleges and universi-ties carries on the system analysis,and combined with the analysis put forward the corresponding strategies.
