区域低碳经济发展的关键在于提升区域低碳竞争力。为系统、有效地评价区域低碳竞争力发展状况和运行态势,分析、梳理影响低碳竞争力发展水平的众多因素,综合运用文献研究法、频度统计法、专家调研法构建由总体目标层、系统控制层、基本指标层组成的区域低碳竞争力评价指标体系,组合运用 Delphi、AHP、熵权法确立指标权重系数;构建基于 AHP -EM-TOPSIS 的系统评价模型,采用 Topsis 分析方法对重庆市2001—2012年纵截面数据进行实证研究,验证该评价体系的有效性、科学性、客观性。以迈克尔·波特的“五力模型”为基础,综合评价结果并提出提升重庆市低碳竞争力的对策建议,以期为提升区域低碳竞争力奠定一定的理论基础。

The promotion of regional low carbon competitiveness is the key point to improve the regional low carbon econo-my.With the purpose of evaluating the developing condition and operating situation of the low carbon competitiveness sys-tematically and effectively,by analyzing and combing those factors which may have an impact on the development of the low carbon competitiveness,this paper will take use of the literature research method,frequency statistic method and expert re-search method to construct the evaluation indicator system of regional low carbon competitiveness,which will be made up of overall objective stage,system control stage and basic index stage.Delphi,AHP,and entropy evaluation method will be comprehensively used to define the weighting factors so that the stages will be reasonable constructed;the indexes will be objective selected;the weighting factors will be scientifically defined in the low carbon competitiveness indicator system.Based on the AHP -EM-TOPSIS evaluation model,this paper will also make an empirical study according to the longitu-dinal data from 2001 to 201 2 in Chongqing by taking use of the Topsis method to make a deep analysis and calculation.At last,this paper will reanalyze the results,combine with the indicator system and make the “five forces model”of Michael Porter as the theory basis.Based on the current situation in Chongqing,the effectivity and objectivity of the indicator system will be estimated.Finally countermeasures and advice will be put forward to improve the low carbon competitiveness of Chongqing,which can make a profound theory basis for promoting the regional low carbon competitiveness.
