水生态补偿制度是推进水生态文明的重要举措，“以水定发展、以水调结构”的水生态补偿机制能增强人们对水生态重要性的认识，能更好地指导人们进行水城建设。从水城建设的原则出发，探讨了水城建设中的水生态补偿机制，坚持谁破坏谁补偿，补偿过程中要识别水生态系统关键因子，恢复水生态系统的完整性，保持系统平衡和完整，促进水城建设中的人水和谐。
