近年来，河北省为构建新型农业经营体系，积极培育和发展以专业大户、家庭农场、专业合作组织、农业龙头企业、土地信托受托人型的农庄或公司等为代表的新型农业经营主体，虽然取得了一些成就，但仍存在许多困难和挑战。在新型农业经营主体的培育和发展过程中，存在着诸如土地流转速度慢、农业经营规模小、人才支撑政策不健全、农业企业融资困难等多种制约因素，在土地流转、农业现代化经营、人才支撑政策、融资服务体系等方面寻求突破，是培育和发展新型农业经营主体的关键。
근년래，하북성위구건신형농업경영체계，적겁배육화발전이전업대호、가정농장、전업합작조직、농업룡두기업、토지신탁수탁인형적농장혹공사등위대표적신형농업경영주체，수연취득료일사성취，단잉존재허다곤난화도전。재신형농업경영주체적배육화발전과정중，존재착제여토지류전속도만、농업경영규모소、인재지탱정책불건전、농업기업융자곤난등다충제약인소，재토지류전、농업현대화경영、인재지탱정책、융자복무체계등방면심구돌파，시배육화발전신형농업경영주체적관건。
In recent years, the government of Hebei Province has fostered the new type of agricultural operating system represented by the leading specialized households, the family farms, the peasants’ cooperative society and the agricultural leading enterprises in order to build a new type of agricultural operating entities. Though having made some progress in building the new type of agricultural operating system, difficulties and challenges still exist. The restraints exist in the process of cultivation and development such as slow speed of land circulation, small scale of agricultural operation, incomplete policy of powerful support in terms of human resources and financing difficulties of agricultural enterprises. Seeking for breakthroughs of those constraints is the crux to cultivate and develop the new type of agricultural operating entities.
