本文从行政生态理论的角度出发，推断我国学习型政党具有过渡社会异质性、重叠性和形式主义的典型特征，从经济因素，社会因素，通信网络，符号系统，政治结构五个方面提出了具体的对策，把握学习型党组织建设的基本要求，以促进我国学习型政党建设的进一步发展。

Starting from the angle of administrative ecology theory,this paper deduces the learning-type party's typical charac-teristics of transitional heterogeneity society,overlapping nature and formalism and presents the concrete countermeasures from the 5 aspects of economic factors,social factors,communication network,symbol system and political structure in addition to grasp the basic requirements of the construction for learning-type party to its further development.
