专利复审委员会成立以来，一直因诉累连连、深陷循环诉讼、身份双重等缺陷备受诟病，致使行政公信力备受质疑。在知识产权法院建制下，从改变专利复审委员会诉讼被告的尴尬境地着手，为专利权权利义务双方提供对等的对话机会，进一步提升专利复审委员会的行政公信力。
專利複審委員會成立以來，一直因訴纍連連、深陷循環訴訟、身份雙重等缺陷備受詬病，緻使行政公信力備受質疑。在知識產權法院建製下，從改變專利複審委員會訴訟被告的尷尬境地著手，為專利權權利義務雙方提供對等的對話機會，進一步提升專利複審委員會的行政公信力。
전리복심위원회성립이래，일직인소루련련、심함순배소송、신빈쌍중등결함비수후병，치사행정공신력비수질의。재지식산권법원건제하，종개변전리복심위원회소송피고적감개경지착수，위전리권권리의무쌍방제공대등적대화궤회，진일보제승전리복심위원회적행정공신력。
Since the establishment of patent reexamination board,it has many defects such as the number of litigation,in circu-lation lawsuit,double identity,which results in its questioned administrative credibility.Under the court system of intellectual property,we should provide the both sides of the rights and obligations of patent right with equal dialogue to further enhance the administrative credibility of the patent reexamination board from changing the embarrassment situation of the patent reexamina-tion board litigation of the defendant.
