患者群体作为公立医院治理过程中极为重要的力量资源，在推动公立医院改革，促使公立医院走向善治的过程中起到很大的作用。以多中心治理理论为理论视角，分析了患者群体参与公立医院治理的困境及其必要性，指出患者群体参与可促进公立医院的发展、医疗服务的改善和医患关系的缓和。进而，围绕患者协会，提出核心行动者（政府）鼓励参与、初级行动者（患者）积极参与、次级行动者（医院）提供参与的具体路径设计。

As one of the invaluable resources ,patient group plays an important role in promoting the reform and good governance of public hospitals .Based on analysis of the dilemma and necessity of patient group participating in the public hospitals governance from the perspective of multi‐center governance , this paper indicated that it helps to develop the public hospitals ,improve the health care service and harmonize the relationship between doctors and patients .In addition , this paper proposed a specific path around the patient association that includes the core actor (government) encouraging patients participants ,the primary actors (patients) willing to participate and the secondary actors (public hospitals) providing chance for participation .
