为探讨我国油用牡丹产业快速发展的市场前景和制约因素，促进油用牡丹产业有序、健康、可持续发展，在调查我国油用牡丹发展情况的基础上，分析了我国油用牡丹发展现状和制约因素，提出摸清资源本底，培育优良品系，加强基础研究，提供技术支持，开展应用研究，加强科技支撑，提供政策支持，构建产业体系等油用牡丹产业发展对策，以及合理优化产业布局、构建油用牡丹产业化生产体系、拓展组织形式等油用牡丹产业发展的策略。

The purpose of this research is to study the general market and constraints of oil peony industry and to promote the development of this industry orderly , healthily and sustainability .For this goal, this paper proposed some development countermeasures for the government , which includes resource investigation , quality breeding , encouragement on fundamental and application research , technical support , policy support and construction of in-dustrial chain.Furthermore, development strategies including optimization and upgrading of industrial structure , and organization form expanding were also put forward .
