自生能力是企业成长发展的关键。胜利油田改制分流工作完成以来，一些改制企业出现了自生能力弱化的现象。要提升改制企业的自生能力，应从几方面着手：一是加快转型升级步伐，增强改制企业的竞争优势。优化产业产品结构，推动改制企业合作发展，充分利用改制企业体制优势。二是强化内部管理，确保改制企业规范有序运行。加强对改制企业经营管理者的监督及对改制企业经营行为的监管，切实维护员工合法权益。三是理顺内外关系，营造改制企业发展的良好环境。明确改制企业发展定位，保持规范政策的连续性，完善规范支持的长效机制。
