目前，我国中小企业正在蓬勃发展，研究中小企业的发展问题成为国民经济发展的重点。针对山东省中小企业发展过程中的具体问题，从中国加入 WT O 到电子商务发展以及现阶段山东省政策对中小企业的扶持，分析中小企业发展过程中的机遇；结合国内外环境变化，中小企业同质化、融资难的问题阐明中小企业面临的挑战。中小企业应从自身角度出发，制定合理规划、关注人才培养、鼓励创新意识等对策，以从容应对发展中的机遇和挑战。

At present the small and medium-sized enterprise are developing vigorously in our country,so research on the development of the small and medium-sized enterprise has become a focus of concern in the development of national economy. In line with development status of the small and medium enterprises in Shandong Province,and from China's accession to the WTO as well as e-commerce development and Shandong Province's policy support to the small and medium-sized enterprise at present stage,now the small and medium-sized enterprises are in the developing and challenging stage in their development process.Combining the change at domestic and international situation,homogenization of small and medium-sized enterprises and difficulty in financing,the challenges faced by small and medium-sized enterprise are expounded;the small and medium-sized enterprise should formulate reasonable plan,pay attention to the personnel training,encourage innovative consciousness from their own point of views so as to help the small and medium-sized enterprise to face to the challenges and opportunities easily.
