针对风电出力波动性和间歇性对电力系统运行的影响,构建基于条件风险方法的电力系统旋转备用模型。以发电总成本和旋转备用总费用最小为目标,在常规调度优化约束基础上,增加正、负旋转备用 CVaR 值的不等式约束,量化风电不确定性因素。采用蒙特卡罗模拟和解析法相结合,解决旋转备用 CVaR 值解析的难题,将函数离散化,计算方便简捷。仿真结果表明,旋转备用的条件风险方法可获得不同置信水平和不同风电出力情况下的经济成本和备用容量,更大限度利用风电出力,降低常规能源调度成本,有效解决了风电等新能源带来的随机性调度问题。
針對風電齣力波動性和間歇性對電力繫統運行的影響,構建基于條件風險方法的電力繫統鏇轉備用模型。以髮電總成本和鏇轉備用總費用最小為目標,在常規調度優化約束基礎上,增加正、負鏇轉備用 CVaR 值的不等式約束,量化風電不確定性因素。採用矇特卡囉模擬和解析法相結閤,解決鏇轉備用 CVaR 值解析的難題,將函數離散化,計算方便簡捷。倣真結果錶明,鏇轉備用的條件風險方法可穫得不同置信水平和不同風電齣力情況下的經濟成本和備用容量,更大限度利用風電齣力,降低常規能源調度成本,有效解決瞭風電等新能源帶來的隨機性調度問題。

For the impact from the fluctuations and intermittent of wind power output,a new model of spinning reserve with conditional method-at-risk (CVaR)on power system operation was presented in this paper.Taking minimized generation cost and spinning reserve cost as objec-tive,adding CVaR of up/down spinning reserve as inequality constraints which based on conven-tional dispatching optimization constraints,the impact from the uncertain factors of wind power was quantified in the model.Based on the Monte Carlo simulation and analytical combined meth-od,the CVaR of spinning reserve resolve difficulties were solved.The Monte Carlo simulation and analytical method are combined to disperse function and make calculation convenient and sim-ple.Simulation results showed that the spinning reserve method with CVaR could get the eco-nomic cost and reserve capacity which were analyzed in different confident levers and different wind power outputs,it also made greater extent use of wind power output and reduced the dis-patching cost of conventional energy,and deal with stochastic problems by the new energy such as wind power effectively.
