土地登记制度既是土地管理制度特别是地籍管理制度的重要组成部分,又是物权法的重要制度基础。随着市场经济的不断成熟,权益保护意识的提高,以及不动产统一登记的提出,现今的土地登记制度已经不能适应社会发展的需求,急需进一步完善。本研究以福州市各类土地的登记现状及统一登记的相关准备工作情况进行分析,论证了以土地为基础的统一登记制度优势,根据其存在的问题,从统一登记范围、统一法律依据、统一登记机构、数据更新、人才队伍建设等方面探讨符合本地实际的土地统一登记制度的设立,并提出了平稳过渡、分阶段实施的设想,为下一步不动产统一登记的实施提供决策参考。
土地登記製度既是土地管理製度特彆是地籍管理製度的重要組成部分,又是物權法的重要製度基礎。隨著市場經濟的不斷成熟,權益保護意識的提高,以及不動產統一登記的提齣,現今的土地登記製度已經不能適應社會髮展的需求,急需進一步完善。本研究以福州市各類土地的登記現狀及統一登記的相關準備工作情況進行分析,論證瞭以土地為基礎的統一登記製度優勢,根據其存在的問題,從統一登記範圍、統一法律依據、統一登記機構、數據更新、人纔隊伍建設等方麵探討符閤本地實際的土地統一登記製度的設立,併提齣瞭平穩過渡、分階段實施的設想,為下一步不動產統一登記的實施提供決策參攷。

Land registration system is an important part of land management system , and the founda-tion of cadastral management system and the new property law .With the development of market econo-my, there is increasing awareness of rights protection , and with the proposal of unified real estate regis-tration, the current land registration system needs further perfection , due to its failing to meet the needs of social development .Taking Fuzhou city as an example , the present paper firstly analyses the registration of all kinds of land and the related preparation work of a unified registration system .Then, it demonstrates advantages and disadvantages of uniform registration system based on land .In view of the existing problems , the establishment of a unified registration system is investigated from different aspects , such as scope , legal basis , institution , data updates and the establishment of talent team con-struction .According to the above analysis , a smooth transition process is presented to provide reference for the implementation of a new real estate registration system .
