由于输配电网之间存在较大的差异,智能配电网的控制技术无法照搬输电网的现有技术。在欧洲配电网的智能化进程中,经济适用的传感器、执行器和控制系统的发展深刻地改变了配电网的控制系统模式,配电网的调度和控制模式朝着越来越主动的方向发展。介绍了配电网先进控制系统的4种基本架构(集中式、变电站中心式、分散式、协调混合式)及其特点,以及如何选择控制架构的4个基本依据:安全稳定性、最大允许延时、系统复杂性以及成本,并简要讨论了智能计量和自动化这两大功能对于通信的基本需求;然后,介绍了集中式控制系统与集中式配电管理系统的主要功能、体系结构、责任层次;最后介绍了基于多代理模式分散控制系统的发展趋势。欧洲配电网智能化控制系统模式的选取经验,可供我国在选取主动配电系统控制模式时参考。

Since there are significant differences between distribution network and transmission network, the control technologies developed for smarter distribution networks cannot copy the existingonesin transmission networksdirectly. In the process of making European distribution networks smarter, the development of sensors, actuators and control systems are profoundly changed the control mode of distribution networks.The dispatching and control of distribution networks become more and more active. Four basic architectures (centralized, substation type, distributed, coordinated hybrid) for advanced distribution control systemand their characteristics are introduced, as well as four fundamental elements (safety and stability, the maximum allowable delay, system complexity and system cost) for their selection principles. Thecommunication requirement forsmart metering and network automationare briefly described.Then, the main applications,architectures, level of operators’responsibilities of centralized control system and centralized distribution management systemare illustrated. Finally, the development trend of distributed control based on multi-agentmode is discussed.The experiences of control modeselectionlearned from Europe’s distribution network intelligent development can be used as a referencefor the development of active power distribution networks in China.
