随着国务院常务会提出“引导一批普通本科高校向应用技术型高校转型”，我国600余所地方本科高校将陆续向应用技术型大学转型，为新建本科院校的发展带来新机遇和新挑战。科学研究作为现代大学的四大职能之一，是衡量高校办学水平的重要指标。从剖析新建本科院校的科研现状入手，理清科研与教学以及科研与人才培养的关系，提出新建本科院校实现科学研究职能的建议。

The State Council executive meeting proposed guiding a number of regular universities to the transformation of application technology universities,new undergraduate universities and colleges will confront new development opportunities and challenges,where more than 600 universities and colleges will transform to application technology universities in succession. Scientific research as one of the three major functions of modern universities,is an important indicator to measure the level of a university. In this paper,firstly,the present situation of scientific research in local universities is analysed,and then the relationship between scientific research and teaching is clarified. Based on this,some suggestions are put forward for the scientific research worK of newly—built local universities,to pro—vide reference for the construction of high— level application technology universities.
