在科学技术高度发达的今天，人类应该可以享受满足他们需求的、依据最系统科技知识的医疗卫生服务，但事实上，基层医院现有的医疗服务质量与社会期望值之间不仅仅是差距，而是一道深深的鸿沟。结合目前基层医院质量管理控制方面存在的误区及缺陷，以及如何填补质量管理空白及死角，解决居民在就医方面的迫切需求，减少医疗纠纷发生，缓解因基层医院服务质量低下致居民舍近求远，常见病向大医院集中的问题。对缓解“看病难”和“看病贵”也将产生深远影响。
