全面推进依法治国，基础在基层，工作重点也在基层。基层干部是全面推进依法治国的组织者、推动者、实践者，增强基层干部法治思维是深化改革、推动发展的必然要求；是化解矛盾、维护社会稳定的必然要求；是依法执政和适应法治环境日益改善的必然要求。应通过法律知识的学习培训，提高基层干部的法律素养；应加强权力制约监督，营造基层干部的法治氛围；应建立完善考核机制，强化基层干部的法治思维。
全麵推進依法治國，基礎在基層，工作重點也在基層。基層榦部是全麵推進依法治國的組織者、推動者、實踐者，增彊基層榦部法治思維是深化改革、推動髮展的必然要求；是化解矛盾、維護社會穩定的必然要求；是依法執政和適應法治環境日益改善的必然要求。應通過法律知識的學習培訓，提高基層榦部的法律素養；應加彊權力製約鑑督，營造基層榦部的法治氛圍；應建立完善攷覈機製，彊化基層榦部的法治思維。
전면추진의법치국，기출재기층，공작중점야재기층。기층간부시전면추진의법치국적조직자、추동자、실천자，증강기층간부법치사유시심화개혁、추동발전적필연요구；시화해모순、유호사회은정적필연요구；시의법집정화괄응법치배경일익개선적필연요구。응통과법률지식적학습배훈，제고기층간부적법률소양；응가강권력제약감독，영조기층간부적법치분위；응건립완선고핵궤제，강화기층간부적법치사유。
To promote the rule of law comprehensively,the basis and focus are both at the grass-roots level and the grass-roots cadres are the organizers,promoters and practitioners in the process.Enhancing the le-gal thought of grass-roots cadres is the necessary requirement of deepening reform,promoting develop-ment,resolving contradictions,maintaining social stability,and also the necessary requirement of govern-ance by law and adapting to the improving legal environment.Therefore,the grass-roots cadres should im-prove the legal literacy through learning and training.We should also strengthen the supervision of power restriction,create the legal atmosphere of grass-roots cadres,establish and improve the assessment mech-anism,and enhance the legal thought of grass-roots cadres.
