促进有劳动能力的智力障碍人士就业是我国政府民生工程的具体体现。通过文献调研、实地考察、调查访谈、逻辑分析、数理统计、行动研究等研究方法,对我国智力障碍托养服务和智障人士就业存在问题进行分析。在此基础上,以福建省启能研究指导中心为示范点,设计生存生活能力指导课程、适应体育活动与游戏课程,并探讨了托养服务课程与就业促进的关系。指出托养服务应加强政策的执行力与监管力度,托养课程体系的完善应更贴近就业需求,并要进一步提升教师的专业化程度。

It is one of essential elements in the government’s project for people’s well-beings to promote employment for working-aged people with intellectual disabilities. By the methods of literature research, on-site investigation and interview, logical analysis, statistic analysis and behavioral research, the authors examine thoroughly the problems in the foster care service and employment promotions for people with intellectual disabilities in China. Using Fujian Provincial Research Centre for People with Intellectual Disabilities as a pilot point, the authors have discussed the relevant courses designed to improve the overall abilities of basic living skills for people with intellectual disabilities, including adaptive physical education and games, and the relationship between the foster care service class and employment promotion. Meanwhile, it is concluded that policy implementation and supervision should be attached with great importance in the foster care service. Further, it is suggested that improving class design for foster care service ought to be job-oriented, and that the level of professionalism to be maintained by teachers should be enhanced.
