政府控制型社会保障体系面临政府管理机构重叠、公共服务供给效率低下、社会保障领域的道德风险丛生等问题。网格化管理的实质是大数据时代通过互联网平台实现政府各部门资源与社会自治资源的整合。湖北省宜昌市通过社会管理网格化从社区就业、低保审核、养老保险资格认证等方面推动了社会保障体制机制创新。但从社会治理视角看，这种改革依然没有走出社会保障主体一元化的困局。我国社会保障体制机制应从依托大数据平台构建“大社保”体制；网格化管理培育社会组织参与社会保障；搭载大数据平台整合多元养老服务资源等方面深化改革。

Government-controlled social security system faces many problems, such as overlapping government agencies , public service provision inefficient, and moral hazard problems in the field of social security . Essence of grid management is to integrate the resources of government sector and the resources of social autonomy. Yichang City in Hubei Province has promoted the social security system innovation from community employment, guaranteeing that the audit, and certification of pension management through grid management. But from the perspective of social governance perspective, this reform is still not out of the predicament of main body unified in social security. Therefore, our society should rely on big data platform to build "big social security" system; grid management should nurture community organizations to participate in Social Security;and our old age service system should integrate the multi-service resource by the large data platform.
