以博弈论为基础，从环境相关主体的行为出发，建立地方政府之间、同行企业之间、社会公众之间的博弈模型，明确环境保护困境产生的原因和相应的形成机制，为科学地应对环境保护困境提供理论依据。根据分析结论和我国的实际情况，提出破解环境保护困境的建议。

The article sets up a game model by taking local governments,enterprises in the same industry,and the general public into consideration.The paper also finds out the causes of plight of environmental protection and its corresponding mechanism so as to underpin the countermeasures against plight of environmental protection.Finally,some proposals are put forward in accordance with the status quo and the conclusions of analysis.
