基于当今流行、用户数最多的新浪微博，研究了一种针对政府的负面网络舆情定量监测方法。给出了针对政府的负面网络舆情的定义、成因及特点，论述了针对政府的新浪微博负面网络舆情的判别依据、监测流程、监测指标及其量化方法，对监测指标体系进行了理论分析、综合对比和实验验证。实证结果表明舆情监测方案可操作性强，实用价值高，为针对政府的负面网络舆情测、控、管、引平台的开发提供了理论依据和技术支撑。

Based on the popular microblog of Sina, a quantitative monitoring method of government negative Internet public opinion was proposed. With the definition, origin and characteristics of negative network public opinion given, the determining criterion, monitoring process, monitoring index-system and its quantization calculation method were presented. Theoretical analysis, comprehensive compari-sons and demonstration results show that the proposed method is feasible, and it has the features of strong operability and high utility val-ue. Thus, it provides a theoretical basis and technical support for the system development of negative Internet public opinion monitoring, controlling, management and guiding.
