教育主管部门公布就业率的初衷在于促进高校的人才培养工作。然而,随着就业率成为高校考核的重要指标,就业率统计制度成为高校发展资源约束的“紧箍咒”。政府和高校通过“一把手”工程、一级抓一级的组织措施以及“先就业,后择业”的劝诫策略以保障就业率作为高校毕业生就业的中心工作。依此可见,在社会转型和市场化就业的今天,国家权力虽然不直接干预微观领域的大学生就业,但高校在就业率统计制度执行实践中仍然遵循单位制运行模式。单位制的运行实践造成高校组织的职能泛化、形象损伤、专业性职能削弱、师生关系撕裂等不良后果。要解决高校去行政化难题,必须面对“单位制”这道“坎”。

Education authorities’ original intention to publish universities’ employment rate was to promote universities’ talent cultivation work. Nevertheless, with the employment rate becoming an impor?tant indicator of assessment, the statistical system of employment rate more and more becomes a magic spell for universities. In order to guarantee the employment rate, which has already became the center of university graduates’ employment, government and universities adopt a variety of measures, such as the top leadership project, the top?down management and “employment first, selection second” exhortatory strategies. It can be seen that in the background of social transformation and market?oriented employ?ment, although state power don’ t intervene the university students’ employment in micro?field directly, universities follow the operating mode of system of units in the practice of the statistical system of employ?ment rate. The practice of unit system causes university organizations’ function extended, image dam?aged, professional functions weakened, the relationship between teachers and students torn and many other negative consequences. In this context, to put de?administration of universities into practice, system of units should first be changed.
