我国人口发展随着生育政策的调整波动变化着，由于人口发展相对于政策的滞后性，以及受当前高生育成本和低生育意愿的影响，“单独二胎”政策很难解决我国的人口发展问题。应该缩短从“单独二胎”到“放开二胎”再到“鼓励二胎”的时间，并通过完善社会保障体系，使家庭养育成本部分外部化、社会化，来鼓励二胎养育。

China population developed With the adjustment of birth control policies. China ’s population issues are difficult to be solved with “One-Child policy” because of the lag of population development respect to the policy , as well as the influ-ence of the high cost of children and low fertility desire. The time should be shortened from “One-Child policy” to “Allow two-Child policy” to “encourage Two-Child policy”. And it should be encouraged to rear the second child by improving the social security system and external the family rearing costs socialization.
