建立了崇信生态县建设能力的评价指标体系,包括经济发展、生态环境保护和社会进步三个方面,共涉及27项指标.应用全排列多边形综合图示法对2009?2011年崇信生态县建设能力进行评价,并对2020年目标年的各指标进行了规划.结果表明:崇信县2009?2011年生态县建设指数由0.174升至0.369,生态县建设能力由较差转为一般;在2020年规划年达到0.848,生态县建设能力将达到优良水平.崇信生态县建设能力评价指标体系全面直观,多边形综合图示评价法简单明了,体现了系统整合原理,反映了生态县建设过程的长期性.评价结果符合崇信县实际情况,对生态县建设具有指导意义.

An ecological construction ability evaluation index system was set up for Chongxin County, including 27 indicators in economic development, environmental protection, and social progress in three areas. Using the full permutation polygon synthesis graphic method, the ecological construction ability of Chongxin County in 2009?2011 was evaluated, and the value of each indicator was set for 2020. The results revealed that the index of ecological construction ability rose to 0.369 from 0.174, meaning that the ecological construction ability was changed from being poor to average. It would reach the excellent level of 0.848 in 2020. The ecological construction ability evaluation index system of Chongxin County was comprehensive and potent, proving that the full permutation polygon synthesis graphic method is simple to use, embodies the principles of system integration and reflects a long-term ecological construction process. The evaluation results were in line with the true conditions of Chongxin County, and were of great importance in guiding the ecological construction of the county.
